               CONGRATULATING THE PHILADELPHIA DAILY NEWS

  (Ms. SCHWARTZ asked and was given permission to address the House for 
1 minute and to revise and extend her remarks.)
  Ms. SCHWARTZ. Mr. Speaker, today, it is my unique honor to 
congratulate Barbara Laker and Wendy Ruderman from the Philadelphia 
Daily News, winners of the prestigious 2010 Pulitzer Prize for 
investigative reporting. Their resourceful reporting exposed a rogue 
police narcotics squad, resulting in an FBI probe and in the review of 
hundreds of criminal cases tainted by the scandal.
  Their investigative reporting series in the Philadelphia Daily News 
exposed allegations that a narcotics cop and his informant fabricated 
evidence so that the police could obtain warrants to enter homes and to 
make arrests. The series led to appropriate actions that better ensure 
the integrity and confidence that our law enforcement officers deserve.
  Ms. Laker and Ms. Ruderman represent the finest tradition in the 
profession of journalism. Their commitment to journalistic principles, 
including the fulfillment of the role the press can play in exposing 
serious public failings, has earned them this prestigious prize and the 
accompanying well-deserved recognition.
  Ms. Laker and Ms. Ruderman have brought excellence to the 
Philadelphia Daily News and to the Greater Philadelphia area. I 
congratulate them on their achievement and on the recognition they have 
received for their journalistic excellence.
