                                 RECESS

  Mr. ROCKEFELLER. I ask unanimous consent that the Senate now be in 
recess until 2:15 p.m. this afternoon.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  Under the previous order, the Senate stands in recess until 2:15 p.m.
  Thereupon, at 12:22 p.m., the Senate recessed until 2:15 p.m. and
