                            VOTE EXPLANATION

  Mr. TESTER. Mr. President, due to mechanical trouble that delayed my 
travel to the Senate on March 15, 2010, I regret I was unable to make 
the vote on the motion to invoke cloture on the motion to concur in the 
House amendment to the Senate amendment to the House amendment to the 
Senate amendment to H.R. 2847, the legislative vehicle of the HIRE Act. 
If present I would have voted aye.
