                          PERSONAL EXPLANATION

  Ms. JACKSON LEE of Texas. Madam Speaker, yesterday, I debated the 
impeachment resolution, H. Res. 1031, but I was delayed in a health 
care discussion and meeting, which caused me to miss rollcall vote 102 
of article I of H. Res. 1031, the impeachment resolution.
  I ask unanimous consent to place my vote in the Record. If I were 
present, I would have voted ``aye.'' I ask it to be placed in the 
Record in the appropriate place.
