                            MORNING BUSINESS

  Mr. SCHUMER. Mr. President, I ask unanimous consent that upon 
disposition of the amendments in order this morning, the Senate then 
proceed to a period for the transaction of morning business until 12:30 
p.m., with Senators permitted to speak therein for up to 10 minutes 
each, and that at 12:30 p.m., the Senate stand in recess until 2:15 
p.m.
