  CONGRATULATING THE HONORABLE KRISTEN GILLIBRAND ON THE BIRTH OF HER 
                                 CHILD

  (Ms. HARMAN asked and was given permission to address the House for 1 
minute.)
  Ms. HARMAN. Mr. Speaker, I know that everyone is rushing to catch a 
plane, but I thought we could all welcome a little bit of good news; 
and that is, that one of our colleagues, Kristen Gillibrand, gave birth 
in the middle of the night to her second son. Mama is doing fine. The 
son is 7 pounds, 14

ounces; 20 inches long. I think she is the first Member of this House 
to leave an Armed Services markup to go into labor and deliver a child.
  I send her good wishes from all of us.
