                          PERSONAL EXPLANATION

  Mr. BILIRAKIS. Mr. Speaker, I was absent from votes on September 6 
and 7, 2006, due to personal illness. As a result, I was not recorded 
for a series of votes. Had I been present, I would voted ``yea'' on 
rollcall votes 427, 428, 429, 430, 433, 434, and 435.
  On rollcall votes 431 and 432, I would have voted ``no.''
