                  MEASURES READ THE FIRST TIME EN BLOC

  Mr. FRIST. Mr. President, I understand there are three bills at the 
desk, and I ask for their first reading en bloc.
  The PRESIDING OFFICER. The clerk will report the bills by title.
  The legislative clerk read as follows:

       A bill (H.R. 4157), to promote a better health information 
     system.
       A bill (H.R. 4761), to provide for exploration, 
     development, and production activities for mineral resources 
     on the Outer Continental Shelf, and for other purposes.
       A bill (H.R. 4890), to amend the Congressional Budget and 
     Impoundment Control Act of 1974 to provide for the expedited 
     consideration of certain proposed rescissions of budget 
     authority, and for other purposes.

  Mr. FRIST. Mr. President, I now ask for a second reading, and in 
order to place the bills on the calendar under the provisions of rule 
XIV, I object to my own request, all en bloc.
  The PRESIDING OFFICER. Objection is heard.
  Mr. FRIST. Mr. President, it is getting late. It is now after 
midnight, and we have a little bit more work to do. While we gather the 
papers for that work, I suggest the absence of a quorum.
  The PRESIDING OFFICER. The clerk will call the roll.
  The legislative clerk proceeded to call the roll.
  Mr. FRIST. Mr. President, I ask unanimous consent that the order for 
the quorum call be rescinded.
  The PRESIDING OFFICER. Without objection, it is so ordered.
