                          PERSONAL EXPLANATION

  Ms. GRANGER. Mr. Speaker, on rollcall No. 422, passage of H.R. 4, the 
Pension Protection Act, I inadvertently pressed the ``aye'' button. I 
meant to vote ``no'' and would like the Record to reflect that.
