                          PERSONAL EXPLANATION

  Mr. FORBES. Mr. Speaker, due to my attendance at a funeral for a 
family member of my staff I was unavoidably detained from voting on 
H.R. 4411, the Unlawful Internet Gambling Enforcement Act of 2006. Had 
I been present, I would have voted ``aye'' on final passage and ``nay'' 
on the passage of the Berkley/Conyers/Wexler amendment. I support 
passage of H.R. 4411 in the Judiciary Committee and I continue to 
support efforts to rein in the proliferation of internet gambling.
