                          PERSONAL EXPLANATION

  Mr. PENCE. Mr. Speaker, I was away earlier this evening and thus 
unable to cast a vote on a number of measures before the House. Had I 
been present, I would have voted in the following manner: rollcall 289 
(on Passage of H.R. 5540)--``yea''; rollcall 290 (on Passage of H.R. 
5504)--``yea''; and rollcall 291 (on Passage of H. Res. 826)--``yea.''
