                          PERSONAL EXPLANATION

  Mr. MICA. Mr. Speaker, due to mechanical problems and weather delays 
relating to US Air flights No. 232 and No. 1022, I was unavoidably 
detained and was unable to vote on rollcalls 289, 290, and 291. Had I 
been present, I would have voted ``yea'' on each of these measures.
