                          PERSONAL EXPLANATION

  Mr. POMEROY. Mr. Speaker, on rollcall votes Nos. 289 and 290, I was 
unable to cast votes due to the delay of my Northwest Airlines flight 
as a result of a thunderstorm over National Airport. There were six of 
us House Members on this flight.
  I would have voted ``yea'' on the Sergeant Jacob Dan Dones Post 
Office Designation Act--H.R. 5540, and also ``yea'' on the Larry Winn, 
Jr. Post Office Building Designation Act--H.R. 5504.
