  Mr. WELDON of Pennsylvania. Mr. Speaker, on rollcall No. 261 and 262, 
I was unavoidably detained giving a speech to a policy conference 
sponsored by Brookings Institute.
  Had I been present, I would have voted ``no'' on 261 and ``aye'' on 
262.
