                          PERSONAL EXPLANATION

  Ms. KILPATRICK of Michigan. Mr. Speaker, official business requires 
my absence from legislative business scheduled for today, Monday, May 
22, 2006. Had I been present I would have voted ``yea'' on S. 1235, the 
Veterans' Benefits Improvement Act of 2005 (rollcall No. 177) and 
``yea'' on H.R. 3858, Pets Evacuation and Transportation Standards Act 
of 2005 (rollcall No. 178).
