                          PERSONAL EXPLANATION

  Mr. SALAZAR. Mr. Speaker, due to a commitment of my time in Colorado 
this evening, I must leave before the end of voting on H.R. 5385, The 
Military Construction, Military quality of Life and Veterans Affairs 
Appropriations Act of 2007. Had I been able to finish voting on this 
bill I would have made the following votes: ``aye'' on the Blumenauer 
amendment and ``yea'' on final passage.
