                          PERSONAL EXPLANATION

  Mr. SHAYS. Mr. Speaker, on March 9, I was in Connecticut and, 
therefore, missed six recorded votes.
  I take my voting responsibility very seriously and would like the 
Congressional Record to reflect that, had I been present, I would have 
voted ``aye'' on recorded vote No. 33, ``aye'' on recorded vote No. 34, 
``aye'' on recorded vote No. 35, ``no'' on recorded vote 36, ``aye'' on 
recorded vote 37 and ``aye'' on recorded vote 38.
