                                 RECESS

  The PRESIDING OFFICER. Under the previous order, the Senate will 
stand in recess until the hour of 2:15 p.m.
  Thereupon, the Senate, at 12:47 p.m., recessed until 2:15 p.m., and 
reassembled when called to order by the Presiding Officer (Mr. Thomas).
  The PRESIDING OFFICER. Under the previous order, the time from 2:15 
until 3:30 shall be equally divided between the two leaders or their 
designees.

  Mr. BAUCUS. Mr. President, I thank the Senators from Oklahoma and 
Idaho for their courtesy. There were three of us scheduled to speak at 
the same time. Obviously, that is very difficult to do. These two 
Senators graciously allowed me to go ahead. I thank them both.
