                 PERSONAL EXPLANATION NOVEMBER 18, 2005

  Mr. FORTENBERRY. Mr. Speaker, on Friday, November 18, 2005, I was 
unavoidably detained due to a death in my family and thus missed 
rollcall votes Nos. 602, 603, 604, and 605. Had I been present, I would 
have voted ``aye' on all four votes.
