                            VOTE EXPLANATION

  Mr. NELSON of Florida. Mr. President, due to my travel to survey the 
damage caused by Hurricane Wilma, I missed the vote on Senator Byrd's 
title I amendment on the Labor-HHS appropriations bill. If I had been 
present, I would have voted to waive the Budget Act and approve Senator 
Byrd's amendment.
