                          PERSONAL EXPLANATION

  Mr. NUNES. Mr. Speaker, on the legislative day of Friday, October 28, 
2005, I was unavoidably detained with family matters and was unable to 
cast a vote on rollcall vote 555-556. Had I been present, I would have 
voted ``yes'' on both votes.
