Mr. SPECTER. Mr. President, I ask unanimous consent that there now be
a period for the transaction of morning business, with Senators
permitted to speak for up to 10 minutes each.
The ACTING PRESIDENT pro tempore. Without objection, it is so

Mr. SPECTER. I say, this is a license for Senators not to bring
amendments to the floor on this bill, but this license is short lived.
It is not going to last too long.
