                          PERSONAL EXPLANATION

  Mr. MENENDEZ. Mr. Speaker, I rise to offer a personal explanation. 
Today, I was unavoidably detained at Newark International Airport, due 
to the later arrival of an inbound plane, while traveling back for 
votes on Rollcall votes Nos. 521-523. Therefore, I was unable to vote 
on the Journal Vote (Rollcall No. 521) and H. Res. 457, a resolution 
recognizing the importance and positive contributions of chemistry to 
our everyday lives and supporting the goals and ideals of National 
Chemistry Week (Rollcall No. 522). Had I been present, I would have 
voted ``yea'' on both of the measures considered by the House.
