                          PERSONAL EXPLANATION

  Mr. FATTAH. Mr. Speaker, a prior commitment kept me from voting on 
H.R. 3824, the Threatened and Endangered Species Recovery Act of 2005. 
If present, I would have voted ``yea'' for the Democratic amendment 
offered by Miller, Dingell, Dicks, Tauscher, Boehlert, Gilchrest, and 
Saxton. Please let the record reflect that I would voted ``nay'' on 
final passage of H.R. 3824.
