                                 RECESS

  Mr. BENNETT. There is a briefing going on in the Capitol with Members 
of the Senate invited to attend. Accordingly, with the approval of 
leadership, I ask unanimous consent that the Senate stand in recess 
until 5 o'clock.
  There being no objection, the Senate, at 4:01 p.m., recessed until 5 
p.m. and reassembled when called to order by the Presiding Officer (Mr. 
Coburn).

  Mrs. BOXER. Mr. President, I say to Senator Bennett that I know he is 
managing a bill, and I see no one else is here on that bill at this 
time and I would like to make a statement about Judge Roberts.
