                            VOTE EXPLANATION

  Mr. VITTER. Mr. President, due to the circumstances surrounding the 
Katrina disaster, I was in my home State of Louisiana yesterday and 
unable to vote for final passage of H.R. 3673, the emergency 
supplemental appropriations bill. Had I been present, I would have 
voted in favor of H.R. 3673.
