       EXTENSION OF ADMINISTRATIVE EXPENSES FOR THE HIGHWAY BILL

  Mr. DOMENICI. Madam President, on behalf of the leader, I ask 
unanimous consent that the Senate proceed to the immediate 
consideration of H.R. 3512, which was received from the House.
  The PRESIDING OFFICER. The clerk will state the bill by title.
  The assistant legislative clerk read as follows:

       A bill (H.R. 3512) to provide an extension of 
     administrative expenses for highway, highway safety, motor 
     carrier safety, transit, and other programs funded out of the 
     Highway Trust Fund pending enactment of a law reauthorizing 
     the Transportation Equity Act for the 21st Century.

  There being no objection, the Senate proceeded to consider the bill.
  Mr. DOMENICI. Madam President, I ask unanimous consent that the bill 
be read the third time and passed, the motion to reconsider be laid 
upon the table, and that any statements relating to the bill be printed 
in the Record.
  The PRESIDING OFFICER. Without objection, it is so ordered.

  Mr. DOMENICI. Mr. President, are we in morning business?

  Mr. DOMENICI. I ask unanimous consent that I be permitted to speak 
for 5 minutes.

  Mr. DOMENICI. Yes.
  Mr. ALEXANDER. Would it be possible to get 3 or 4 minutes following 
the Senator's remarks before the discussion begins?
  Mr. DOMENICI. I think it is a matter of whether the Senate confers.
  Mr. President, I ask unanimous consent that following my 5 minutes, 
the junior Senator from Tennessee be given 4 minutes to speak.
