                          PERSONAL EXPLANATION

  Mr. JENKINS. Mr. Speaker, on rollcall Nos. 436, 437 and 438 I was in 
a room in the Longworth building and the bell did not ring. I was 
unaware of votes occurring. Had I been present, I would have voted 
``nay'' on rollcall No. 436 and ``yea'' on rollcall Nos. 437 and 438.
