                          PERSONAL EXPLANATION

  Mr. WELDON of Florida. Mr. Speaker, due to the launch of the Space 
Shuttle Discovery earlier today, I was unable to be present for several 
votes. Had I been present, I would ask that the official Record reflect 
that I would have voted in favor of the following bills: H.R. 2977--
Paul Kasten Post Office Building Designation Act; H.R. 3200--
Servicemembers' Group Life Insurance Enhancement Act of 2005; and H.R. 
3283--United States Trade Rights Enforcement Act.
  Also, I would have voted in favor of the Obey Motion to Instruct 
Conferees on H.R. 2361--Department of the Interior, Environment, and 
Related Agencies Appropriations Act for FY 2006.
