  Mr. CROWLEY. Mr. Speaker, on the morning of Thursday, July 21, 2005, 
this morning, I was not in Washington due to personal business and was 
therefore unable to vote.
  If I were here, I would have voted ``no'' on rollcall vote 401; and 
``no'' on rollcall vote 402.
