                                PROGRAM

  Mr. FRIST. Mr. President, tomorrow the Senate will complete action on 
the Foreign Operations appropriations bill. We have several pending 
amendments to dispose of tomorrow morning. Although that list is longer 
than I would like, it is hoped that most of those amendments can be 
worked out and will not require rollcall votes. We also, a few moments 
ago, filed a cloture motion on the Dorr nomination. That vote will 
occur on Thursday morning.
