  Mr. NELSON of Florida. Mr. President, I have been advised by my 
colleague from North Dakota that he would like to follow me, so I ask 
unanimous consent that the Senator from North Dakota follow me for a 
period of 20 minutes. And then it is my understanding that the Senator 
from Ohio is in the queue, the Senator from Ohio being Mr. DeWine. So I 
ask unanimous consent that be the order.
