                          PERSONAL EXPLANATION

  Mr. HINOJOSA. Mr. Speaker, I was delayed in my district attending a 
very important Base Realignment and Closure Commission hearing of 
critical importance to my constituents. Had I been here, I would have 
voted ``yes'' on rollcalls 363, 364, 368 and ``no'' on rollcalls 365, 
366 and 367.
