                          PERSONAL EXPLANATION

  Mr. CLEAVER. Mr. Speaker, on Tuesday, June 28, 2005, I was detained 
and unable to cast my vote on H.R. 458, the Military Personnel 
Financial Services Protection Act. This important legislation will 
protect military services members from the sale of questionable 
financial products, curb abusive sales practices on military 
installations, and ensure regulatory oversight of financial services 
sales on military installations. Had I been present, I would have 
supported passage of the bill and would have voted ``yea'' on rollcall 
324. In addition, I would have voted ``no'' on rollcall 325.
