                          PERSONAL EXPLANATION

  Mr. ISSA. Mr. Speaker, on Friday, June 17, 2005, I was not in 
Washington, DC, for votes. Had I been present, I would have voted in 
favor of H.R. 2745, the Henry J. Hyde United Nations Reform Act of 
2005.
  Regarding the amendments, I would have voted in favor of the Royce, 
Fortenberry, Flake and Chabot/Lantos amendments, and I would have voted 
against the Pence, Gohmert, Stearns and Lantos/Shays amendments.
