                          PERSONAL EXPLANATION

  Mr. FEENEY. Mr. Speaker, in rollcall vote 239 held today on H.J. Res. 
27 I was recorded as ``yea.'' This incorrectly represents my view on 
this resolution. I intended for my vote to be recorded as ``no.'' I 
have long been a supporter of free trade, and though I believe the WTO 
may have some faults, I support the United States membership in the 
organization.
