                  MEASURE READ THE FIRST TIME--S. 1098

  Mr. ALLARD. Mr. President, I understand that S. 1098, introduced 
earlier today by Senator Kennedy, is at the desk, and I ask for its 
first reading.
  The PRESIDING OFFICER. The clerk will report the title of the bill 
for the first time.
  The senior assistant bill clerk read as follows:

       A bill (S. 1098) to prevent abuse of the special allowance 
     subsidies under the Federal Family Education Loan Program.

  Mr. ALLARD. Mr. President, I ask for its second reading and object to 
my own request.
  The PRESIDING OFFICER. The bill will be read the second time at the 
next legislative session.
