                          PERSONAL EXPLANATION

  Mr. GIBBONS. Mr. Speaker, I rise today to explain how I would have 
voted on May 23, 2005 during rollcall vote No. 200, No. 201, and No. 
202 during the first session of the 109th Congress. The first vote was 
on H.R. 744--the Internet Spyware (I-SPY) Prevention Act of 2005, the 
second vote was on H.R. 29--Securely Protect Yourself Against Cyber 
Trespass Act, and the last vote was on H. Con. Res. 149--Recognizing 
the 57th Anniversary of the independence of the State of Israel.
  I respectfully request that it be entered into the Congressional 
Record that if present, I would have voted ``yes'' on the rollcall 
votes.
