                          PERSONAL EXPLANATION

  Mr. BURTON of Indiana. Mr. Speaker, I was regrettably delayed in my 
return to Washington, DC from an official visit to Venezuela for 
meetings with various officials and therefore unable to be on the House 
Floor for rollcall votes 200, 201, and 202. Had I been here I would 
have voted ``yea'' for rollcall vote 200, ``yea'' for rollcall vote 
201, and ``yea'' for rollcall vote 202.
