                          PERSONAL EXPLANATION

  Mr. BURTON of Indiana. Mr. Speaker, I was regrettably delyead in my 
return to Washington, DC and therefore unable to be on the House floor 
for rollcall votes 171, 172, and 173. Had I been here I would have 
voted ``yea'' for rollcall vote 171, ``yea'' for rollcall vote 172, and 
``yea'' for rollcall vote 173.
