                          PERSONAL EXPLANATION

  Mr. WELDON of Pennsylvania. Mr. Speaker, today, I was presenting the 
keynote address at the World Russian Forum. Therefore, on rollcall 
votes 153, 154, 155, and 156, I was not recorded to vote. Had I been 
recorded, I would have voted ``nay'' on rollcall vote 153, and ``yea'' 
on rollcall votes 154, 155, and 156.
