  Mr. ISRAEL. Mr. Speaker, is the gentleman allowed to make 
allegations, false allegations about another Member on the floor of the 
House during this time?
  Mr. McHENRY. Mr. Speaker, if I may address this, these are not false 
allegations
  Mr. ISRAEL. Mr. Speaker, I would appreciate a ruling.
  Mr. McHENRY. I am reporting what ABC News reported.

from arraigning official reference to the conduct of other Members. The
