                         VICE PRESIDENT CHENEY

  (Mr. PALLONE asked and was given permission to address the House for 
1 minute.)
  Mr. PALLONE. Mr. Speaker, last week the Senate Intelligence Committee 
concluded that even though the CIA repeatedly told the White House that 
it did not have any strong evidence linking Iraq to al Qaeda, Vice 
President Cheney and the rest of the Bush administration went ahead and 
characterized a close relationship between Iraq and al Qaeda in an 
attempt to justify going to war in Iraq.
  Despite these findings, Vice President Cheney refuses to back down 
and continues to say that there was a connection between Iraq and al 
Qaeda. For almost 4 years now, Vice President Cheney has abused his 
power, working with oil and gas executives in secret on an energy 
policy that only benefits those companies, refusing to tell the 
American people the specifics of that energy task force, supporting no-
bid contracts for his former company, Halliburton, and misrepresenting 
his continued financial ties to that same com-
pany . . .
