            CALLING FOR RESIGNATIONS DOES NATION DISSERVICE

  (Mr. CUNNINGHAM asked and was given permission to address the House 
for 1 minute and to revise and extend his remarks.)
  Mr. CUNNINGHAM. Mr. Speaker, Secretary of Defense Rumsfeld led this 
Nation through two wars. There was a minimum loss of life on both 
sides. He was effective and provided freedom for millions of men, 
women, and children. General Kimmitt in January reported that there 
were problems at a prison, ordered immediate investigations under the 
rule of law. Unfortunately, someone released pictures to the press and 
blew it out of proportion.
  There is a lot of anger from all Americans and many Arabs, but I 
think in the long run the world is going to see what a free nation is 
capable of. A rule of law, justice, is it perfect? No. But it is the 
best we have in any part of the world.
  We will bring the guilty forward in punishment, and there will be 
probably more than the original six that will be tried. When we come 
out of this, we will be stronger, and those calling for the resignation 
of the Secretary, I think, do this Nation great disservice.
