                 IRAQ REPLACES NEW HAMPSHIRE IN PRIMARY

  (Mr. OBEY asked and was given permission to address the House for 1 
minute.)
  Mr. OBEY. Mr. Speaker, I am so excited by what I just heard that I 
expect that we will fully see Iraq replace New Hampshire on the 
Presidential primary circuit before long.
