               DAVID KAY AND WEAPONS OF MASS DESTRUCTION

  (Mr. STEARNS asked and was given permission to address the House for 
1 minute and to revise and extend his remarks.)
  Mr. STEARNS. Mr. Speaker, Dr. David Kay, former Iraqi weapons 
inspector, gave an interview on the Today Show on January 27. Let me 
quote from what he said:
  ``Iraq was a country that had the capabilities in weapons of mass 
destruction areas and in which terrorists, like ants to honey, were 
going after it. We found that the Iraqi government, particularly Saddam 
Hussein and his senior leadership, had an intention to continue to 
pursue their WMD activities; that they, in fact, had a large number of 
weapons of mass destruction program-related activities.''
  Some in this body must have a hearing problem. To say that the 
President and the administration have misled the American people in 
building the case for the war with Iraq is wrong. Dr. Kay, like many 
others, is confident that Iraq possessed weapons of mass destruction 
and the ability to produce weapons of mass destruction. In fact, Saddam 
Hussein even used these weapons of mass destruction on his own people.
  I hope the American voters see through the false charges against the 
President of the United States.
