                          WHERE ARE THE JOBS?

  (Mr. WYNN asked and was given permission to address the House for 1 
minute and to revise and extend his remarks.)
  Mr. WYNN. Mr. Speaker, today the American public should ask a simple 
question, Where are the jobs? We hear the Republicans talk about 
increases in the gross domestic product, but increases in the GDP do 
not equal jobs. It does not pay bills or help families.
  Since this President came into office, we have lost 3 million jobs in 
this country, and 2.5 million of those jobs have been in the 
manufacturing sector. So the American public ought to ask the question, 
Where are the jobs?
  What is the Republican response? They are going to bring to this 
floor a bill that grants tax credits to American companies that take 
jobs overseas. That is right, two-thirds of the benefits in the so-
called manufacturing jobs bill that the Republicans are introducing 
would give tax breaks to companies creating jobs in China and other 
countries.
  Today the American public has every right to ask the question, Where 
are the jobs for Americans? Where are the tax credits for American 
small businesses to help them expand and grow jobs? Unfortunately, they 
are going overseas.
  Mr. Speaker, where are the jobs?
