                           THE AMERICAN DEBT

  (Mr. POMEROY asked and was given permission to address the House for 
1 minute and to revise and extend his remarks.)
  Mr. POMEROY. Mr. Speaker, it has been 868 days since President Bush 
and the Republican Party embarked upon their economic plan for our 
country. During this time, the national debt has increased by 
$1,163,468,782,425.75.
  According to the Web site for the Bureau of Public Debt at the U.S. 
Department of Treasury, yesterday as of 4:30 p.m. Eastern Daylight 
Time, the Nation's outstanding debt was $6,803,794,168,784.52.
  The interest we will have to pay on this debt, the debt tax, for 
fiscal year 2003 through the end of August, amounts to 
$304,978,878,641.11.
