                 PARTIAL-BIRTH ABORTION BAN ACT OF 2002

  (Mr. PENCE asked and was given permission to address the House for 1 
minute and to revise and extend his remarks.)
  Mr. PENCE. Mr. Speaker, throughout the history of Western 
civilization, we have evaluated the justice of societies by how they 
treat the most vulnerable and the weakest among them. This is a 
biblical principle best expressed in the verse, ``Whatsoever you do for 
the least of these, you do to me.''
  Several thousand times a year in the United States, mostly on healthy 
babies and healthy mothers in the fifth and sixth month of pregnancy, a 
procedure known as partial-birth abortion takes place, forcibly turning 
the child to a breach position, pulling the living child out of the 
mother by the leg, stabbing the child in the base of the skull, 
removing its brains with a vacuum, and pulling the dead child out of 
the mother.
  We will introduce today the Partial-Birth Abortion Ban Act of 2002. 
It should break the heart of America. I know, Mr. Speaker, that it 
breaks the heart of God. Let us bring an end to this devious and evil 
practice in the United States of America.
