                        CAMPAIGN FINANCE REFORM

  (Mr. SHAYS asked and was given permission to address the House for 1 
minute and to revise and extend his remarks.)
  Mr. SHAYS. Mr. Speaker, I thank the gentleman from Massachusetts (Mr. 
Meehan).
  Mr. MEEHAN. Mr. Speaker, will the gentleman yield?
  Mr. SHAYS. I yield to the gentleman from Massachusetts.
  Mr. MEEHAN. Mr. Speaker, I concur with these substitutes and 
amendments. I thank the gentleman from Connecticut and members of the 
Republican Conference who have worked diligently over a period of the 
last several months on this bill. I think we have an historic 
opportunity to make a fundamental change in the way elections in 
America are carried out. I thank the gentleman for his cooperation. I 
also thank the minority leader, the gentleman from Missouri (Mr. 
Gephardt), and all of the Members from both sides of the aisle who have 
been part of this historic process over the last few months.
  Mr. SHAYS. Mr. Speaker, I thank the members of the Democratic Caucus 
who have worked so diligently on this for so many years, and also to 
thank the gentleman from Missouri (Mr. Gephardt), and the gentleman 
from Illinois (Mr. Hastert) for acknowledging the petition of 218 
Members and allowing this to proceed under the spirit of the petition, 
but basically without having to call it out on a particular second or 
fourth Monday. We thank the leadership on both sides of the aisle.
